Marks movement in a direction. It is pronounced え when used as a particle.

山へ行きましたwent toward the mountain
鬼ヶ島へ向かいましたheaded toward Oni Island
Compare
へ emphasizes direction or the journey toward a place. に more strongly marks the destination or arrival point.
